English Proficiency

Applicants are required to submit Test of English as a Foreign Language (TOEFL) or International English Language Testing System (IELTS) exam scores unless they have earned a bachelor’s degree or higher from a regionally accredited U.S. institution or the equivalent from a country on our exempt countries list.

The scores below will determine regular or Bridge (conditional) admission.

  TOEFL and IELTS are valid only up to two years after the date of the exam.


Regular Admission Scores

Bridge (Conditional) Admission

Because we want students to get the most out of their studies, some programs offer bridge admission for students who did not meet the minimum TOEFL or IELTS scores for regular admission. Bridge admission is a special opportunity for students to work on their English for one year while their place is held in their academic program. Students who receive bridge admission then have the opportunity to work on their English in a few ways:

  1. Students can come to Texas State to enroll in a full course of intensive English study with the Texas State Intensive English (TSIE) program. Once all advanced-level courses in the intensive English program have successfully been completed, students can then enroll in their academic program of study.
  2. Students can take the TOEFL or IELTS exam again until the scores meeting their academic program's regular admission requirement is achieved.
  3. Students can combine both of the options above! Students eager to get to campus can enroll with TSIE to work on subject areas which require the most improvement. Once the minimum TOEFL or IELTS scores are achieved, students can check with their academic program to see if they can enroll early.

As long as students meet the minimum requirements for regular admission within one year, their spot in their academic program will be held. Unfortunately, students who do not meet the English proficiency requirements in one year will not be able to continue in their academic program. Students wishing to reapply after this time will need to submit a new application.

  • Merchandising and Consumer Studies (Master's)
  • Music (Master's)
  • Music Education (Master's)
  • Music Performance (Texas State Certificate)
  • Population & Conservation Biology (Master's)
  • Professional Ethics (Texas State Certificate)
  • Public Administration (Master's)
  • Recreation Management (Master's)
  • Sociology (Master's)

English Proficiency Exemption

Applicants who hold the equivalent of a U.S. bachelor’s, master’s, or doctoral degree from an accredited institution in one of the following countries are automatically* exempt from submitting the English language proficiency requirements (TOEFL/IELTS) for graduate admission consideration:

  • American Samoa
  • Anguilla
  • Antigua/Barbuda

  • Bermuda
  • Canada (except for Quebec)
  • Cayman Islands
  • Dominica
  • Grenada
  • Guam
  • Guyana
  • Ireland

  • New Zealand
  • South Africa
  • St. Kitts and Nevis
  • St. Lucia St. Vincent and the Grenadines
  • Trinidad and Tobago
  • Turks and Caicos Islands
  • U. S. Pacific Trust
  • United Kingdom (England, Northern Ireland, Scotland, Wales)
  • United States of America (except for Puerto Rico)
  • Virgin Islands

*Exception: Due to the requirements of the Texas Education Agency (TEA), the following programs do not recognize the exemptions above and would require a degree from an accredited U.S. institution in order to waive the English proficiency requirements for graduate admission consideration.

  • All teacher and professional certification programs
  • Elementary Education (CMED, Master Math, and TRP only)
  • Secondary Education (CMED and TRP only)
  • Physical Education (MAC only)
  • Special Education (CASE only)

  If the country in which your degree was earned is not listed above, you must submit a TOEFL or IELTS exam score for admission. This includes applicants whose only degrees were earned from a university in India, Nepal, Nigeria, Kenya, Cameroon, Ghana, or Zimbabwe.
